Antaq authorizes rate increase of Ports

The Board of ANTAQ authorized at a meeting of his collegiate, on Monday (4), in Brasilia, the tariff increases to be applied to tables of port administrations in 2015. Resolution No. 4,093-ANTAQ, of 05.07.2015 , which deals with adjustments, was published in Section 1 of the Official Gazette this Friday (8).

 

Different adjustments have been approved for the top ten port authorities and other administrations, according to the date of the last adjustment and the generation of new services through the ports.

 

In accordance with Article 1 of Resolution, port authorities shall send to ANTAQ, in 15 days, a copy of the tariff tables, including the adjusted values, application of standards, exemptions and minimum fees.

 

The adjustments involve 37 organized ports and go into immediately effect, since they already have the endorsement of the Ports Secretariat, as grantor, and the Ministry of Finance, the latter responsible for the approval of new tariff values.

 

In the case of the 19 largest national public ports, which account for over 90% of cargo handling for this type of port facility, the average adjustments reached 31.7%, as in the case of the Port of Santos, the largest country, which had its tariffs majoradas last time in 2005.

 

Rates of ports the port authorities of Rio de Janeiro (CDRJ), which has under management the ports of Rio de Janeiro and Itaguai; Maranhão and Paraná, in turn, were corrected by 31.4%, 29.5% and 23.2, respectively.

 

In the case of the Port Authority of Suape, the increase was 30.5%. Have ports linked to Companhia Docas do Pará (CDP), the rates had an average increase of 25.7%, and the Superintendent of the Rio Grande do Sul Ports (SUPRG) of 29%. The last increase in tariffs the ports of the three APs occurred in 1995.

 

Codeba (Bahia), Codesa (ES) and APSFS (SC), whose tariffs have suffered the latest readjustment, now were adjusted by 20.7%, 24.7% and 14.4%, respectively. The largest average increases, however, occurred in the rates of Imbituba port (39%), Porto Alegre (33.2%) and Recife (32.9%).

 

In the case of companies docks of Rio de Janeiro and São Sebastião, and Suape ports, Recife and Porto Alegre, their tariff tables also incorporated new services performed.

 

In the ports of CDRJ, for example, the restructuring took into account the creation of new tariff items for supply-boat operation in support of offshore platforms. The creation of these tariff items was due to Petrobras' demand for operating their vessels to support oil rigs at sea.

 

Already in the Port of Recife, the restructuring included new service items for use of the waterway access infrastructure vessels intended for passenger transport, tourism and recreation and terrestrial infrastructure for loading, unloading and passenger traffic in the Passenger Ferry Terminal.

 

According to the director general of ANTAQ, Mario Povia, the adjustments represent the first step in establishing a new pricing model for the Brazilian ports.

 

"Some of these rates were the same values ​​for ten years, such as the Port of Santos, others remained frozen up to twenty years," Povia said, adding that further increases can occur or even decrease in tariff values ​​from the implementation of the new tariff system, which is under development in ANTAQ and providing for standardization of rates in all ports and the review of charged services.
